Ebonyi to enact law regulating building of upstairs

The Ebonyi State government is to enact a law banning the building of poorly designed upstairs in the state.

State Governor, Chief Dave Umahi, gave the hint in Abakaliki yesterday, while receiving members of the state executive chapter of the Nigeria Society of Engineers, NSE, at Government House.

He then asked members of the NSE, to adhere to the ethics of the profession by ensuring that projects were carried out according to specifications.

Umahi, an engineer by profession, further said that he had initiated a process to stamp out quacks in the engineering profession in the state.

“I have initiated a process to stamp out quacks. Any upstairs that is not properly designed and okayed by professional engineers will not be allowed to stand,” he said.

He expressed displeasure over poor supervision of projects by resident engineers, warning that any state engineer who failed to be on project site where other workers and contractors were present would be punished.

I hope that this is not a ploy by the governor to create jobs for engineers, and after which the problem of poor buildings continue.
Afterall as things stand today, engineers are there supervising some of the buildings that eventually collapsed.

What is needed is a consummate and well detailed BUILDING CODE (a document created by lawyers, engineers, planners, architects, and quantity surveyors).
In it, a developer will find CLEAR AND ARTICULATE guidelines that he or she must follow and clear SPECIFICATIONS that must be achieved.
For example, Nigeria is one of the few countries on earth where buildings that are two stories and above are not MANDATED to have elevators (lifts). People live on the fourth floor of a house, but they only have stairways to get up and down the building; and of course there are no emergency fire exits.
Those are the types of things that must be regulated by the building code, and if any government wants to implement it well, then relevant agencies of government should be upgraded with necessary and skilled professionals implement building plans as prescribed by the CODE.

I should be happy over this news, but my naija sense tells me that the governor is only creating job for himself and his associates.

The law means that the state government is aware of the rising cases of collapsed buildings... It now comes to the issue of implementation and supervision by authorised regulatory bodies to ensure that,going forward, cases of collapsed buildings are reduced to barest minimum.
