FG commences process to concession Nigeria’s major airports

The federal government begins process to concession Nigeria’s major airports to private investors.
The process began with the inauguration of two committees, namely, project steering committee and project delivery committee, by the Minister of State for Aviation, Senator Hadi Sirika.

The major airports now billed for concession comprised the Murtala Mohamed International Airport, Lagos, Nnamdi Azikiwe International Airport, Abuja, Malam Aminu International Airport, Kano, and Port Harcourt International Airport.
The minister said that the project steering committee, with him as its chairman, would provide general direction and steer the aviation sector to public private partnership project.

He said that the driving force behind the federal government’s resolve to concession the airports was the need to establish world class standards in both infrastructures and service delivery.

He said that the misgivings some people had concerning the exercise was borne out of misconception that concession was synonymous with privatisation, explaining that after concession, entities remained properties of the federal government and more jobs will be generated.

Other members of the committee included the permanent secretary of the ministry of aviation, relevant chief executive officers, director-general of the Infrastructure Concession Regulatory Commission (ICRC), director of planning of the ministry of transportation, representatives of the ministries of justice, budget and national planning, the ministry of finance, and the deputy director of the PPP unit in the ministry who will serve as the secretary.

Among the committee’s terms of reference were the approval of technical, financial and legal framework for the successful preparation and execution of the concession; provision of policy guidelines and general direction on all matters relating to ppp and concession of projects and programmes in the aviation sector; and consider and facilitate necessary permits, clearances and carrying relevant stakeholders along in the processing of PPP/Concession matters.

Similarly, the aviation minister of state inaugurated the project delivery committee with a charge on members to be diligent and patriotic in the implementation of the decisions and policy guidelines, saying that their success or failure would determine the fate of the whole process.

He urged the members to carry out their activities in compliance to the guidelines of the Infrastructure Concession and Regulatory Commission (ICRC).

This is a particularly good news, but it should be extended to other international (and even local) airports.
Governments (at least not Nigerian ones) can't run world class top notch airports.
This should have been done years ago.
Well, better late than never.
